How much would you guys think is an okay price for this car?

It is a 2008 Honda Accord, LX, but it has 31,600 miles on it. It has the burgundy. The dealer says it's $16,500. Is this a good price... I really think it's very expensive for 31,600 miles! My sister's Honda Accord LX was brand new at 2009, no mileage and it was a total of $19,999. So should I ask for a good price? I didn't ask for the car fax yet. It was preowned with one owner already. It's a 2008 car so how much would you guys buy it for with those qualities...?
